Day-1 Tuesday (18th June 2019)

Sindh Madressatul Islam University Accreditation and Quality Enhancement Cell (AQEC) conducted a Self-Review of Institutional Performance Evaluation 2018-19 on 18th -19th June 2019.
The evaluation panel consisted of Prof. Dr. Asif Ahmed Shaikh - Director QEC, NED University of Engineering & Dr. Shahid Amjad - Director QEC, Institute of Business Management as an external Evaluator and Deans of SMIU were included as internal Evaluators. Dr. Saima Baig, Director AQEC, Mr. Zia Uddin, Deputy Director AQEC and Ms. Aisha Shamshad, Office Superintendent were the facilitators.
Evaluation started with the recitation of the Holy Quran by Deputy Director (AQEC). Dr. Saima Baig Director- AQEC welcomed the panel and gave a brief introduction about university’s continuous efforts being made to meet the standards of HEC. Then she presented SMI University Portfolio Report to the evaluation panel for their Evaluation and further briefed about the schedules of the Evaluation activities to be followed.
Evaluation Panel Meeting with Deans
Both deans of university arrived around 9:30am for the meeting with External Evaluators where they had a discussion about the programs being offered and the progress they have made previously.
Documents Evaluation of IPE Standards
On the first day of evaluation, the team of evaluators intensely reviewed Standard wise documents, reports & annexures as required by the HEC. As the evaluation was focused on proper inspection of all the procedures/Processes involved in working along with the documented evidence to ensure that all processes are being carried out as per the guidelines of the HEC. Scrutiny of these document was a lengthy task and took substantial time on both days. Evaluation was not confined to faculty or students only, it included a thorough inspection of each administrative department of the university as well.

Meeting with Directors of the Department
Series of meetings were held with different directors of the administrative departments to further evaluate their functions accordingly.

  • Additional Registrar
  • Additional Registrar presented the senate and syndicate approved copies of Minutes of meeting and working papers of the approved policies related to academics and administrative activities.

  • Director Human Resource.
  • Detailed discussion with the Director HR was done on the selection process and policies related to benefits offered to the faculty and staff. Documents were also attained as an evidence against each point of discussion.

  • Director Planning and development
  • Director P & D was called to share the highlights of both completed and ongoing projects of twin tower and malir education City at the main campus and malir campus. Further the panel had discussion on the procedures of material purchase activities and reviewed the related documents

  • Manager Student Affairs
  • Manger Student affairs elaborated the details of different Student activities to the Panel such as Field Trips of students, Student societies events and election process, National and International Leadership Programs with the selection process and eligibility criteria. All the related documents with reference to the last three years’ activities were shared as per the demand of panel.

  • Manager ORIC
  • Panel discussed the matters related to the research activities, workshops, training program, Guest speaker session, and their other research based activities. Documents related to these activities were also reviewed.

  • Chief Librarian
  • Chief Librarian entertained the panel against their different queries related to the Record of library books and how to maintain books, journals record and how they update them on regular basis, last purchase data of books was also reviewed.

    Lunch Break

    Lunch was arranged for the panel at SMI University Library Room # 4, food was served, while enjoying the meal the panel shared their experiences.

    Meeting with Faculty, Students & Chairperson/HOD’s of the Department

    The meeting was arranged at Quaid-e-Azam Hall, Talpur House of the university where panel along with Director AQEC held a session with all faculty members, students and with the Chairpersons of all five departments. The internal evaluators were not part of these meetings.

  • Meeting with Faculty
  • All the faculty from five departments gathered at the Quaid-e-Azam hall on time for the meeting where External Panel corresponded with all the members and had a healthy discussion on different methods of teachings and challenges faced by them.

  • Meeting with students
  • After meeting with the faculty, Students from different departments were gathered in hall where panel asked question to the students regarding the course curriculum, Teachers behavior and dedication and also welcomed any suggestion to make their programs better. Students shared their suggestions and experiences with the panel.

  • Meeting with HOD’s/Chairperson
  • In the end external Panel corresponded with all the Chairperson of five departments and had a discussion on different matters related to their departments. They also asked some questions and welcomed any suggestions to guide this institution for any betterment.
    After the meeting honorable guest left & to continue the evaluation process on next day.

    Day 2 Wednesday (19th June 2019) Evaluation of IPE Standards

    The second day of the Institutional Performance Self Evaluation started with the scrutiny of documents related to administrative departments. All the documents for the remaining 4 to 11 standards were reviewed with the evidences. The Evaluation panel worked separately for some time and noted their reservations to be asked from the representatives of the concern department for further clarity.

    Separate meetings with directors

    As the Evaluation panel proceeded with their evaluation all the representatives from different departments were called to discuss the discrepancies highlighted by the Evaluation panel to state clarity or corrective actions for improvements.

  • Directorate of Human Resource
  • Director HR had a detailed discussion on the benefits of University Employees which included what salary structures is being followed, special allowance being offered to staff based on extra credentials or activities. Further complete selection process was evaluated step by step to confirm the transparency in the process with evidences such as job advertisements, code book and statutes.

  • Additional Registrar
  • Approval of meetings and working paper of statuary bodies such as senate, Syndicate and academic councils were reviewed by the panel in the presence of additional registrar.

  • Manger Student Affairs
  • Events related to the community services were discussed with the manager student affairs and their contribution in the development of the students

    Lunch was arranged for the panel at SMI University Library Room # 4, food was served and at the same time the panel shared their experiences as well.

    Separate meetings with directors
  • Chief Librarian
  • Utilization report of digital library with statistical data was asked demanded by the panel to cross study the capacity against the utilization. Evaluator were glad to know the capacity of the library however they emphasized to increase the utilization of resources.

  • Directorate of Finance
  • Budgets details were asked from the finance for the new and existing projects. Scholarship payments records for the last year were also demanded. They also discussed the budget of FY 2019-20 and the utilization of the budget for the FY 2018-19.

  • Director AQEC
  • Director AQEC presented QEC activities and Deputy Director- QEC described the method to prepare SAR’s development procedure and notification of program team (PT) and Assessment Team (AT) members. Further they showed the panel executive summary, implementation plan and corrective actions for improvements. Described the details of different activities organized by the QEC department such as awareness session for the capacity building of the faculty and staff. Furthermore, Director QEC shared the details regarding the online surveys forms conducted by the QEC for students and faculty, Ph.D. program offer Survey and research student’s progress reports were also presented. Panel showed their interest in class room inspection reports and recommended that it should be implemented in future.

  • Controller Examination
  • Controller examination was called to discuss the admission Policies and procedure along with their approvals from the statuary bodies. Process to maintain student’s data with evidence. Scholarship record and selection criteria were also discussed. They reviewed the recent prospectus for program details, panel also discussed about the online merit list.
    All departments showed documents and provided almost every evidence/data without any dishonesty, in order to get the righteous advices from the external evaluation panel.

    Visit of University Facilities

    External panel had a former association with SMI University one the them was an alum and the other had already been the part of MS/Ph.D. program review earlier. They had already visited the university earlier and were satisfied with the facilities being offered by SMI University to their students, hence find no need for the visit again.

    Exit Meeting with the Vice Chancellor

    At the end exit meeting of the panel was scheduled with the honorable Vice Chancellor Dr. Muhammad Ali Shaikh, however the Vice chancellor was busy at the International Leadership Program which was also being held on the same date. This program provides student and teachers a unique learning opportunity and exposure of international culture. Considering the importance of this program Vice chancellor had to attend the said event and he gracefully bestowed his responsibilities of acting V.C to Prof. Dr. Syed Asif Ali - Dean, Faculty of Information Technology, SMI University and further guided him to attend the exit interview on his behalf. At the exit meeting Dr. Syed Asif Ali (Dean), Mr. Gulzar Ahmed Mughal-Registrar, Mr. Ghulam ALI Surahio - Director Finance, Mr. Shakeel Ahmed Abro Director- HR, and Pervaiz Ali Bhutto -Director P&D, were present, both externals at the exit meeting shared their reviews of the overall activity and highlighted the importance of QEC in university and their role in uplifting the standards of education. Further gave some advices for improvements at the same time appreciated the efforts of SMI University.
    In the end Dr. Saima Baig presented a set of books to the external panel members and briefed them about each book. Prof. Dr. Asif Ahmed Shaikh - Director QEC, (NED) and Dr. Shahid Amjad - Director QEC, (IOBM) both acknowledged the SMIU Panel for their due cooperation.

AQEC facilitated two days’ IPE at SMIU. On the recommendations of the Higher Education Commission (HEC) of Pakistan, Accreditation and Quality Enhancement Cell (AQEC) of SMI University organized “Two Days Institutional Performance Evaluation-Self” on 21 and 22 June, 2018. The panel consisted of Mr. Moinuddin Ali Khan, Head of QEC Institute of Business Management (IoBM) as an external reviewer and Deans of SMIU included as internal reviewers.
The panel keenly reviewed files and supporting documents of IPE standards. The reviewers visited university departments and met with Directors and officials and discussed issues. They also had a meeting with Faculty, Chairpersons and student of the departments.
On the first day of evaluation, the team of evaluators scrutinized the Standard wise documents, reports, annexures. as required by the HEC. As the evaluation encompassed proper vetting of all the processes involved in working of the university along with the documental evidence, therefore, the substantial amount of time was invested by them to make sure that each process was being carried out as per the guidelines of the HEC. The domain of the evaluation was not confined to faculty or students only, it included a thorough inspection of each administrative department of the university as well.
The Institutional Performance Evaluation was facilitated by the Director Dr. Saima Baig and a team of AQEC. Dr. Saima Baig presented SMI University Portfolio Report to the evaluation panel then Mr. Moin Uddin visited Talpur House of the university where he along with internal members and Director AQEC held a session with all faculty members and students of each of its five departments. Although faculty and students were on their summer holidays they came specially to respond to the evaluation team.
The general meeting with the faculty was held in Quaid-e-Azam Conference Hall where Mr. Moin Uddin inquired about the processes and matters that were quite general in nature. Furthermore, he paid a visit to the office of each chairperson of the department and inspected each and everything related to their courses, syllabus, teaching evaluation, student evaluation etc. to make sure each concern was properly recorded and maintained by them. The time-space for lunch and tea break was also reserved in their busy schedule. The first day ended while dealing mostly with the matters related to faculty and students. The next day was scheduled for administrative departments and other remaining matters.
The second day of the Institutional Performance Evaluation began with the scrutiny of documents related to administrative departments. The evaluation team embarked upon the inspection by paying a visit each department and assessing each of their aspects. The offices where the team paid visit include the Directorate of Finance, Directorate of HRM, Registrar Office, Directorate of ORIC, Directorate of Planning & Development, IT Administration Unit, TV Studio, and Radio Studio. In each department, the director or head of the department cooperated with the team and provided evidence of almost all the functions that were being performed by their respective office as per HEC guidelines. Moreover, Dr. Stephen Jhon Director ORIC, presents an overview of Incubation Center and then the evaluation team visited the newly established Incubation Centre and appreciated the efforts of the competent authority. They visited Senate Hall which has the facility of online video conferencing and where official meetings are usually held. Dr. Saima Baig, Director, AQEC also led the team towards Khan Bahadur Hassanally Effendi Library where the matters were discussed with the Additional Librarian of the university. At the end of the visit, the evaluation panel once again investigated the institutional documents and annexures in the AQEC. Before their departure, the AQEC team ensured that all aspects of evaluation were covered by the Panel. At the last Dr. Syed Asif Ali, Dean, Faculty of Information Technology and Dr. Zahid Ali Channar, Dean of Business Administration & Commerce, presented a set of books to the external panel member which was written on biography of Mr. Quaid-e-Azam Mohammad Ali Jinnah and Hassanally Effendi, as well as briefed him about each book. Mr. Moin Uddin Director (IoBM) also acknowledged the SMIU Panel for due cooperation. Thus, the Institutional Performance Evaluation-Self ended.
